Found this in another thread, already found them all by random, when looking for them it just didn't happen so I let chance...

Not sure, try logging off completely from the game, exit out (Go to Dashboard) and restart the game. If the problem persists send a message to the Trion team via the game. Good luck!

Did you go into the Defiance store and collect your items? They do not automatically apply to your character so if you didn't know, go see what you find.
