Right, but given that none of the higher level weapon offered more than an element, mod slots, and some passive bonuses, I doubt there will be much change to this formula. You will not see a high level weapon deal twice as much damage as a low level one, for example. This is how the game is balanced for PvP, Shadow War, Co-op, and dynamic events. Even a low level character is able to contribute.
You just ignored what you quoted. Sledge said the stats and weapons will be different, so what we got does not reflect what we will be getting. So the whole "given that none of the higher level weapon offered more than an element, mod slots, and some passive bonuses" is irrelevant. They didn't offer more because it was just a beta and they kept everything pretty much the same.

I didn't ignore it, as I said there would not be much change to the current formula. You are just making blanket assumptions based on inadequate evidence. Seriously, based on what Sledge stated there is no reason to believe that the entire system will be overhauled, especially as we know that explosive weapons were nerfed. The game is about balance regardless of EGO rating, a higher level weapon just provides more customization, not substantially more damage.
I started off on the opposite side of the OPs statement. Now I'm starting to feel a little like "why bother".
If all is true the "weapon-A" and "weapon-A ego 500" will have the same damage output, how do you make your character stronger? Maybe my example doesn't depict what I am trying to say..
Will the difference between a weapon obtained in a store after leveling up your character and playing for about 100 hours be stronger and significantly more powerful than a weapon of the same class that came in your stock inventory on day one?
If no, the game might be just a giant time suck.
BUT... they don't call it an "MMORPG" they call it an "MMO" so i guess one should not try to compare this type of game with WoW and other MMORPGs. In most MMORPGs your main goal is to create the baddest character you can. Maybe in this game it's more geared to coop play where all players can compete and contribute no matter your EGO level.
They (Trion) probably had to walk a fine line to keep the PvP playable for all levels of characters/weapons while still giving some form of growth in the PvE.
@Donnyrides
A higher EGO player will have their gear tuned exactly to their playing style. They will have shields with health regeneration, a low delay and moderate recharge rate; a shotgun with high rate of fire, large magazine, and bonus melee damage; perks to improve reload speed and reduce EGO power recharge rates; etc. While the damage is not significantly higher, they have equipment completely tailored to their needs. The difference is that a low EGO player can still help in terms of damage, they just don't have as many choices in playing style.
EDIT: Don't think of it as 'stronger', think of it as tailored. When you start you have a suit that is made to fit many. As you progress you tailor the fit exactly to your body. In the end you will have a perfectly fitted suit.
I don't understand why people are finding it so hard to see the need for separate characters. Yea sure you may have no upward limit to your ego points, but the thing is if you spend so much time and effort on specializing a load-out. This includes EGO Abilities/Perks but also weapon types and proficiencies. I would much rather specialize on one character with their load-outs being variations of their overall "Class" and make multiple characters of different classes with their own unique specializations and weapon proficiencies. This is just me and I know many people will want to maximize one character with load-outs fitting specific roles. To each their ownDo whatever makes the game enjoyable for yourself. Don't get hung up on imagined barriers to creativity.

If you play long enough you can max everything on a single character (read: 100%). Why start over with a new one and have two at 50%? I'll take one that can do everything over two that can only do half as much. With multiple loadouts, I'll be ready for any situation and won't have to grind ever again.
EDIT: As drops are based on EGO rank, spreading your time across multiple characters only handicaps yourself since you need to get each of them up to a high EGO rank to get the best drops. Every low level drop could have been a high(er) level one for a single character.
EDIT_2: On second thought, do whatever you want. I'd rather dominate PvP against less specialized opponents.
