I found Charlie!! I just finished a really tough battle against a Volge Elite Viscera, and there he was, standing in the road, actually applauding my effort. After a few seconds of applause, he disappeared. The location was on the road just a little bit south of the Bathhouse, by some building ruins. I was so shocked, I forgot to take a screenshot, but it was Charlie, as plain as day.
Charlie is some kind of Volge lord! It was a set up from the start!

Omg i was hoping they would do some random **** with charlie like place him at the crater as just a random npc, so at least he is still there. but if they made him an easter egg like this so much yes
I hope this is true. I'd really like him popping up at random.
