Yes they are over powered - in both dps & their armor.
Nobody bothers fighting them unless they like losing scrip.
Compared to all other mobs they are op - of course there are people that will say they aren't but thats all of about 10 "hardcore leet" that would say that just to be edgey. I've seen many people "bother" to clear roadblocks of every other situation accept volge. Either make a totally separate area for a volge instance (btw weren't they defeated? (defeated as in obviously not this friggin powerful cos if they were they would have won) so ytf are there random appearances? makes no sense) leet-sado-masochists to go show their awesomeness to each other or nerf the volge.

If you're a newer player like myself, these things are frustratingly overpowered and become a roadblock if they happen to spawn near your mission. They really do need to be nerfed since not all of us are high ego with awesome gear.
Gear is mostly irrelevant. Just use the environment to your advantage whenever you see the volge. Use cover etc, and above all don't forget to bring a towel.

I guess my main thing is that you run into them, your vehicle explodes, your shields are lost, and you are surrounded by three of them. Nerfing vehicle damage done to Volge while at the same time preventing the damage done to your vehicle (i.e. make it like running into other mobs which might reduce your vehicle's HP by half) would make it far less frustrating, though then these would not really be roadblocks (in which case, maybe 80% HP so that you just have to not think about it and run if you want to hope to survive).

If you can't defeat them, skip the voluntary emergency. No one is forcing you to attempt something you contiously fail at, so there is no problem what so ever.
Personally, I have found several loadouts that work just fine and a few that make it a cakewalk. One is a full explosive build and just lob mass cannon shells or boomer rounds, naturally after clustering the two or three evil fellas together. Even simpler is going cloak with a bolt action and just drop them, back it up with an AR or wolfhound.
Also, proper shields and perks for instant regeneration of health can help, with a bmg on top.
They're the "toughest" mobs we have at the moment, and they're not even that difficult at the moment. Hopefully the dlc sieges will rock us hard, but we certainly don't need a nerf of any kind.
As an aside, and take this the way I mean it; if you are silly enough to ram into a roadblock filled with Volge, and even trying to run over hulking aliens, you sorta deserve what's coming to you. Steer left or right or brake? Works like a charm, give it a try.

I have to agree with L Y. I started a new character and encountered the Volge around ego 200 (whose idea was it to put Volge in the Mt Tam region). They can be solo'd with a lot of different builds. I prefer cloak with a fast recharge shield and use them to level up my semi-auto sniper rifles.
The tactics are the key to defeating them. Try to make sure that you only fire on one at a time. They may still come at you as a pack. But the one you hit will be more aggressive. Focus fire on it until it falls. Duck into cover to recharge your shields and reengage.
I have switched between pyro and bio grenades. Flash grenades have little to no effect. The advantage of pyro is damage over time. The bio grenade slows their movement and can reduce the damage of their attacks.
Most of time they cannot see through your cloak. However, you partially de-cloak each time you fire and they will move (and fire) on the last position you fired from. Use that to your advantage. If they are flanking you at one end of the emergency, cloak and move to the other side behind new cover. Don't fire until you get to the new cover or they will focus on where you are moving.
All of that said, I will admit that sometimes they do glitch into something that is difficult to beat. When I was around ego 300 I drove up on someone who was having trouble with a Volge emergency. He died and when he respawned took off. That left me with an elite viscera that could see through cloak and was constantly slamming me through cover. I could have chose to leave (which would have been smarter). Instead the second or third time I re-spawned I switched to explosives (a detonator) and pounded it into dust. More gratifying but still rather expensive in script.
