The VBI is human and the VOT is Votan (alien gun). I think that you cannot put nano mag converters in any alien guns.
That may very well be the only difference.

The VOT Pulser is more accurate from the hip from the VBI SMG. While the VBI SMG is more accurate when aiming down sights than the VOT Pulser.
