It's related to how your weapon "scatters" its shot. The lower the number, the better/accurate it is.

Accuracy, recoil, and bloom are all the same regardless of the game, it's just that different games implement these things differently.
Accuracy is the concentration of your crosshairs for your initial shot. Increasing your accuracy, which entails getting a -0.30 accuracy sight mod in most cases, increases the concentration of where your bullets go down range when you fire.
Recoil is the shaking your aiming reticle does when you fire your weapon. For example, when you use a Light Machine Gun, you can noticeably see your aim bouncing around when continuously firing. Recoil can be reduced with certain stock mods, which reduces the amount of bouncing around your aiming reticle does.
Bloom is the reduction in bullet concentration when firing a weapon. You can notice bloom when you continuously fire and see your crosshairs scatter further apart. The further the crosshairs spread, the larger the variation in trajectory for your bullets.
