Sure it's not fair, but no contest is. Even a random drawing would be seen by some as unfair--"gee why not a contest where I get to show my skillz".
You want them to base the contest on someone merely logging in once during that whole time frame and not on how active they are in the game. Well, even I would say that's not fair. Why should someone that has little interest in the game get the same chance to win as someone that plays the game more often? You say it should be based upon "active" players and I agree, those who are actively participating in the game.
And sure as it is this is an "I have no life contest"-might actually be one I could win. But not necessarily. As you point out the pursuits complicate things-so it's really possible for someone who doesn't play as often to focus only on doing arkfalls to win, if they decide they don't care about the pursuits.
And yet this contest is something that can be "gamed" as well. There is a way to maximize these things and to do the pursuits, too. I've said too much. And it isn't cheating.
Oh well. I once entered a contest and the winner of ten million dollars was a crackhead friend of a friend of mine, who spent each installment payment on well, crack for all her family. Life isn't fair. I have at least a million better ways to spend the money, but I can't change things.

Also, because some people might not have a Facebook account, much less droves of "friends" to vote them up, one cannot win. Seriously, nobody sees the chances of THIS part of the contest being totally rigged, too?
