They are mainly around teleport hubs.
There use to be emergencies that had them, but I don't think they are in the game anymore.

Just teleport around hubs and you'll find the 10 you need.

The emergencies are still around, they are just very few and far between. Not around enough to not just use the ones at the bug n chug, etc.

They still exists. I did a couple of them out near the Bug and Chug yesterday.

Probably the easiest way to get it done is to go to Headlands. There are two near the garage, and two down at the gate as you come in. Just run a circuit, by the time you get one set done, the other set will have respawned. 2 1/2 trips get it completed for you.
