During the original event there were a ton of them scattered around hubs, but this time around they only seem to be in Armistice-related emergencies.
I just sat at headlands and did mine they are in the back look for the yellow dots on your mini map.

also at last chance rest stop they respawn. two yellow dots.
Yes there are definitely 2 in headlands. One is near the vehicle vendor, the other is on the otherside of the back alley from there, next to a shack. You can just keep lighting the same 2 and it still counts.

There are two at the Bug and Chug(behind it around the dump stuff). And 2 behind Torqs fast travel spot. They respawn after clicking pretty fast at either location so you can get it completed in 5 min or so.
Also there are the rare one off armstice emergencies that spawn that have lanterns too but no need to wait for those.
two at the bug n chug and 1 across the street at the entrance to headfirst crater. Light them and waite a little bit. They respawned for me.
You can find them quite a few places, not just emergencies or hubs. One place I can think of offhand is the raider camp just south of Cronkhite Bunker.
Edit: Overridge Point. And it's East, not South.
