Cloak didn't recharge shields on use for me (PC Beta). Also, as folk are saying, it has a delayed aggro wipe. They won't lose sight of you until you go completely translucent, and will still shoot at/converge on the spot you disappeared. Against npcs in particular, it's a good idea to duck behind cover for cloak, or to use the dodge rolls for a more aggressive Cloak.
To focus on the thread title; cloak can benefit any weapon, but I'd say it favours the weapons with highest alpha strike. Rocket launchers, sniper rifles, shotguns, and revolvers because that means you'll spend least time visible. You'll find with extended clip weapons or large natural clip weapons like the LMG that you'll spend almost your full cloak time visible, unless you're hiding or reloading.
There's nothing wrong with that, necessarily. With the Shadowed Strike perk you'll be doing +30% damage while stealth is active, regardless of whether you're visible or not.
Blur would obviously favour melee/shotgun builds because you can close ground fast and get into effective range. It may also be useful for explosive builds, because you could escape your own blast radius, even if the enemy is trying to close for melee/shotgun.
Overcharge has early access to a lot of explosive weapon boosting perks, so it could be useful for early ego builds to prefer, but as ego rating increases it becomes less essential. Still a strong perk.
Decoy favours BMG revivers more than any of the other powers (cloak will end if you try to interact with anything) but also works well for any weapon type because it reduces the amount of shots coming your way, meaning you can spend more time out of cover shooting weakpoints.
And you can always respec.

i enjoyed using a moded slow firing LMG with overcharge. with 2 perks that increased my damage resistance after my shield broke and the increased health one. even without overcharge i could kill one of those big mutant grenadiers without taking cover in one go, just hammered them with head shots from my scoped lmg.

I like Decoy as not only does it get everything off you RIGHT NOW! but you can also use the ability again to swap places with the decoy. Didn't FEEL like the -dmg% perks did anything tho. and yes they were equipped :P
Only downside to decoy is probably a bug but if you were standing behind or next to an solid object the decoy would initiate cool down but no decoy. also happened when shot with a grenade launcher at the same time as firing decoy.
was only able to get my hands on a pump shotgun that hit nice but reloading was a pain, some weird electric SMG that blasted through 50 rounds in about a second, and a TACC something assault rifle that spread more than the shotgun so was hard to use... I only played for a few hours reported some bugs and stopped so I wouldn't get too invested in my toon. Major Hellbug Arkfall was EPIC! totaly sold me on the game if I had even the smallest doubt.
