I wouldn't say nails are hair or that nails are just hardened skin. Keratin(a very tough protein) is the main element making up nails, hair, and the outer layer of skin. So while they share a common biological make-up, they are not synonymous with each other.

I don't mean to come off as a pretentious know-it-all or anything. I mean anybody can just Google this stuff.
