The Survivalist Synergy on that weapon has nothing to do with the Survivalist origin, other than flavor.
It means that the weapon comes with [1] level of Survivalist synergy inherently on that weapon. If you add a synergy mod with Survivalist to that weapon, you will then have [2] levels of Survivalist when you are using that weapon and you will get +2% damage to targets with full health.
That weapon works exactly the same in the hands of all characters, regardless of what origin they chose in character creation.

Peacekeeper nothing like that will ever happen so take this into account. this game has no benefits for race or Orgins you choose they are strictly cosmetic to the game and will remain "COSMETIC" cough cough Thank you.
Let's hope they don't. I happen to enjoy my Veteran. I'd rather not be excluded from getting an awesome sniper rifle because I'm not a Survivalist. This is not a class-based game, and it shouldn't be. The weapons that require different EGO levels are okay, and I'd even go for weapons that require some requisite level of skill. No one, however, should ever be locked out of a weapon because they chose to go for the Outlaw's outfit at creation because it's the only one that shows any skin.
