Buy pre-paid credit card (can get them in most stores in many denominations), then go to the site they list to check balance: create account and register the card. They will charge like 5 bucks or something so make sure to get a bit more than you need. Don't have to use RL info neither and it's all cash.

No you need the base game on steam. The discount was a reward for people who prepurchased it on steam.
