I'm 50 down and 5 up and it took 6hours at 0.54 and sometimes get up to 1.5 just alot of people downloading it.
Slightly off topic, but if you live in the U.S. and you have Comcast as your internet provider, they just recently doubled ALL download and upload speeds (recently as in March 29th). All you need to do is turn off AND unplug your comcast modem, leave it off for a full 2 minutes, then plug it back in and the speeds will be updated.
Mine went from 35mb/down and 6mb/up to 50mb/down and 12mb/up. I just restarted my comcast modem a few hours ago and whammo, faster speeds.

I preordered from steam, and see no download button on it, yet :/
Completely normal the speed fluctualtes based on current regional traffic/load on the download servers. after about 8 hours mine jumped up to .6 average and finished up quickly. They are rquired to throttle thier upload speeds in peak times or us nasty gamers would literally choke off everyone elses internet connections every time theres a new game release ...
im 36 down 9 up. took about 10 mins to download
