The thing most of you all are forgetting about Decoy is that you can teleport to the spot you decoy is at while it is active so you can preform so many tactics with it via PvE and PvP.

This. Just picture it for a moment, you send out the decoy, deliberately pointing it at a wall so it stands still for a min. Your opponents see this, dismiss it as the decoy, and target your position. Then you teleport swap with it, and flank them when they're not looking at it.![]()
I'm usually a support type player so I went with Decoy in beta. I wasn't really amazed after getting stuck a few times when switching with my decoy. So not so sure I will go decoy in retail as first choice.
Decoy best power. I like to pretend I'm playing a Mass Effect vanguard with it active.
I play mostly PvE, here is my PvE opinion.
Blur:
Worst. Your melee attacks don't really feel worthy until you get a weapon with some inherent +melee dmg, a stock mod with some +melee damage, and your weapon skill gives you some +melee damage. On top of that, you need to take the Perk that lets you do full damage against shielded NPCs. Another annoyance is that the shoguns feel like a natural fit with Blur/Melee, since you're already at close range, but melee attacks interrupt reloading... so it turns into a bit of a mess and you have to choose your weapons wisely.
It's a whole lot of effort for not enough return. Also, keep in mind that many co-op and arkfall bosses are not going to be amenable to blur/melee. So when you need to be at your best... that's when you'll be at your worst. I'm not saying you can't have fun with a Blur/Melee build... I'm just saying I personally wouldn't start the game that way.
Overcharge:
I can't say I played with this too much, but I like the instant reload. I played around with a Matchlock Boomer Detonator build that took advantage of the explosion perks around Overcharge and the quick reload of the Detonator. It let me spray an area with 10 "charged and perky" grenades in rapid order. Pretty fun! If I were going to partner with people or co-op a lot, I would likely start with Overcharge, but if you solo PvE a lot... you may find it a bit lacking in defense.
Cloak:
It has a good mix of offense and defense. Make a bee-line for Shadowed Strike perk that gives +dmg when cloaked. Autofire tends to negate some of the defensive goodness, so go for slower, high damage weapons and one-shot kills: shotguns up close (like the VOT Auto-Fragger) or sniper rifles for long range. They allow you to kill, re-cloak, kill, re-cloak. I didn't play a lot of this, but I did enjoy the combo of defensive power with offensive perks that take advantage of surprise and positioning.
Decoy:
My personal fave for PvE. Decoy itself is defensive, and so are the perks around it (Rear Guard to take less damage from behind, Detachment to take less damage after kills, Fortitude to have more health when your shield breaks).
Decoy lets me kick the door down, kill 1-2 foes with an assault rifle, pop my Decoy when my shield fails, continue to kill 1-2 foes as my shield recharges, kill 1-2 foes after Decoy is dead... and if anything lives through all that, I guess I'll take cover for a moment (or better yet, throw a flash grenade and keep killing). Your offense comes from being tough enough to stand there killing while other characters might have to take cover.
The other thing I like about Decoy is that it can draw fire from other people, whereas Cloak actually could shift fire to your teammates. So I find Decoy a more group-friendly defense.
Gonna go with Blur I think. I would use Cloak, but seems too cheesy in PVP for my likings and Overcharge is overused...
As for Decoy, useless in PVP really...

Overcharge is great with lmg. If used at the right time can be 1 of the best dps so far in beta aleast. Consdering if u modded extra ammo on ur emc lmg thats a 125 clip, just use overcharge just b4 u end ur clip for instance reload and burst dmg. Its all in the timming aka boss stagger ark falls
I like Decoy, but I can't stand the delay in activation or position swapping.
Madness in its sweetest form.
