Okay, I have the answer! When you purchase the DLC, your "entitlement" to access that DLC will be associated with your gamertag. As such, only that gamertag will be able to access the paid parts of the DLC. The PC/PS3/360 DLC entitlements are also per-platform, meaning if you purchase it on PC, you'll need to purchase it on 360 as well if you want to play it there.

well its actually linked to both trion and psn account. i just wasnt sure if the premium stuff had one of those 100 kb download keys of if it was defined as a service like the deluxe edition. deluxe edition shows up in the services list, not the downloads so it cannot be downloaded by another person.

I`m pretty sure that it can be downloaded at least in to consoles on PS3, the share limit is imposed by Sony not by Trion.
Two PS3`s, same account in both and you download.

im not seeing how that process has anything to do with the playerbase, COD playerbase is constant and dlc is an actual download. i was simply curious if my friend can jump on my account, go through my downloads list and use it but you cannot because its not something you download, its a service. the entire game is updating to have all the charge pack in it, paying just opens the little amount of premium content it actually contains. most other dlc is an actual file to download thus "downloadable content" but charge pack doesn't require anything be downloaded from psn or xbl, as soon as you buy the season pass/dlc it just adds it to your services, not downloads
