In a "now playing" video on Gamespot one of the designers spoke about it and said there was only first person when you were using a scope on a weapon - all other times it's 3rd person view.
The problem with making this a FPS is that there are certain enemies that love to run up behind you and hit you. If you are quick, you can see them before they one-shot your shields down and then one-shot you dead. However, if you are oblivious to them coming up behind you, then you deserve to be killed.
