I have seen what OP is referring to. They will retreat at unreasonable speeds and are invincible when doing this. Guess we can at least agree DS is awesome. Fat Minister, haven't heard that in a while. Brings back some memories. Not all pleasant.

I've only noticed this with the Volge emergencies. Even if you chase them while they are in this "phone home" state, they do run faster than your character's normal running speed. They don't respond until they reset back into their original position. A bit annoying, but there is really nothing we can do about it.
Although, it might be cool to see an army of 10+ Volge emergencies on a rampage...

Especially not of the Black Phantom Fat Minister sandwich.
I'm not saying it doesn't happen but I've not seen it myself. They do run back but it's not lightning fast-you are seeing something different and I believe you. I just thought the OP was exaggerating for fun. Suffice to say, it's probably best to try and stay within close proximity of the starting point or use a different strategy.
Ya, I'm used to it by now. Kinda know where to expect it. Just gotta adjust.
