If blur did not have all those worthless melee perks near it I would consider it for PvP. Melee in PvP just doesn't work out so well.

I used it in PvE for melee, just zoom around with massive melee boost makes it easy to just punch/shotgun things in the face.
I suspect in PvP the massive speed boost would be very beneficial. Would be difficult for the majority of players to hit you moving that fast and if you are circle strafing them at point blank nearly impossible for them to hit you.
i loved blur in beta. i put all my perks into duration and cooldown and it was so fun to run around past guys with a shotgun

Everyone has their own playstyle but I found Blur very useful with my powerful as barrel shotgun.. It's all about situations and how you implement your powers.. like someone recently said, outmatched, outnumbered, at any disadvantage what's better than Blur? Not cloak since when can you dodge 4 people shooting at you in PvP without one bullet hitting you and showing your location. i use a LMG, Blur isn't the best for my LMG, I know that but, I am pretty good with aim and shooters so when my clip is low, Blur + Shotty = Bodied!! DONE!
I loved Blur in beta, Overload was my second choice. But Blur was a blast for my playstyle. I love being up close with a Shotgun doing some Melee. Even in the Co-op dungeons, I may have dropped a lot but at the end, I would do top damage and kill the most guys. Now I dont know how many ego points you get but this is the build I was aiming for to use and will be trying to get during Launch.

Personally i might not be using blur since my beta build was overcharge and the perks with nano effects. people thought the VOT plasma pulser was annoying with out the perks with it was a hole new level of annoying. muhahahahaha.
