    I am rolling with Cloak. I like a few of the perks around it such as Hunter's Stance and Height Advantage, and I think it has the best synergy with the types of weapons I want to use - Sniper Rifles, Pistols, SMG's, and Shotguns.

    I want to be more excited about Blur and being able to punch stuff and then blast it senseless with a shotgun but it just doesn't seem to have the tactical usefulness in PVE based on what I saw in my few hours of beta. Apart from cloak, that is what I will be experimenting with using first.

    The best part of cloak is you can use the high damage shields with the long delay, because as soon as you cloak your delay vanishes and shields start to regen. For PVE I found decoy to almost be the best, especially for less experienced players, but its useless in PVP.

    Sounds like the general consensus is to go with cloak, and I would agree. Its just a well rounded, useful, and safe skill.
    Surrounded by mobs? Cloak. Mobs weak spot is only on the back? Cloak. Wanna get to that objective and skip some trash mobs? Cloak. Im not saying overcharge is bad if you want to kill, and kill it faster. But cloak is to useful in more senarios, too useful to pass up. Especially while soloing.

    Decoy...because Cloak will be nerfed, Overpower will be nerfed and Blur is too limited

    I will go with Cloak. And why is that? With the Arkfall Codes u get an Perk thats only 2 Points away from Overcharge.
    That way i can get all the Perks i want near Cloak but also have Overcharge as Egopower.

    cloak is good for pvp and burst dps..
    its really effective especially with decent launcher, shotgun or sniper rifle
    high dmg per bullet weapons crits get multiplied really nicely..

    i would prefer overcharge for pve dps.. since i feel it provides better dps for ranged automatic weapons..

    In the same boat as the OP. Cloak seems to have the advantage though while overcharge only seemed fun for the instant reload. With Cloak I can get the same amount of bonus damage using the Shadowed Strike perk as OC but get the maximum +30% sooner (350 ego vs 400 ego). Also I can utilize that bonus damage more often and for longer as the base recharge for maxed Cloak can be dropped to 31 seconds using the Shadow's Core perk and it's duration can by increased to 21 seconds using the Infiltrator perk. These times can further be augmented with perks such as Killing Spree, Pumped Up, Time Out, Risk Taker, Bloodlust etc.

    Update: The description for Shadowed Strike reads "Deal more damage while cloaked." It is possible that the damage bonus only applies to the initial shot from stealth and becomes negated if stealth is removed even while the ability is active. In that case, you'd have to stop attacking and/or being hit then restealth for the bonus to reapply. This still makes it amazing for pvp shotgun ganking, but makes OC more appealing for aggresive pve combat.
