How do you unlock the Thorn Liro vendor?

You unlock it by doing the First few missions to open the Arena. Then, after completing the Arena runs you'll have enough TL faction to use the vendor. Of course, the pre-req to all that is to have purchased the DLC or Season Pass.

Oh thank you, but where do I start these quests?

You have to grab the Data Recorder near "The Whisper's Scream" to start everything off. You have to get through the "Yuke Liro: Worker Caste Arena" to get the sword.

Not 100% sure but I thought I saw in a earlier post some new missions started IN the Volage raids on the map

Southeast of Top Notch Toolworks...on the little island...is where I started it from. Look on the symbol menu for the arena one and then look for it on the map.

Can my human character use the blade or do I have to by the dlc? And is that the same as season pass

The vendor is unlocked from the start. You have to grab the 3 data recorders and do the arenas to actually have the rep to buy anything from it though.

Any character can use a charge blade, you do not need the DLC to get a charge blade since you can get them from tier 4 lockboxes. And the season pass includes dlc1.

Look for a specific icon on your map. It's on the east side of the playable map. I forget what it looks like. A little light blue symbol or something. That's the data recorder that starts everything.
