At least with the med tech you cant get it anymore so it has some exclusivity to it.

I don't think even Kmart would sell you something that had an attachment removed without making it look like it wasn't supposed to have the attachment
Speaking of the med-tech buggy, are they ever going to have the event again for it?
I would like to get my hands on one even though I'd never drive it. Sadly I don't think that's going to happen.
At least if the Raptor counted as a Cerberus it would be SOMETHING, even if it was terrible, people would drive it to get the skill up without endless shadow wars/co-op time wasting. It's kinda sad that a free Duni from a quest smokes it in every meaningful way.
I used it how it was intended...to take me and three of my friends from arkfall to arkfall in a major. Since groups are only four, it works good for that. It is very very slow but gets us all there. The real fun is when the arkfall is very crowded there can be some lag trying to all get out it....sometimes all but impossible to get out of quickly. Now, here's the where the fun comes in....I usually just run it into parts of arkfall that make a vehicle fly up in the air and blow up. Having all four of us fly out of a exploding Raptor is mildly entertains to say the lest.
