Did u download the season pass?? Because u will need to download the 100kb from the season pass to get the dlc because the 100kb is like an unlock key for ur dlc
Make sure you've entered the code for your season pass in the Store/Redeem Code. Once you do that, or if you already have, launch the game and on the character select screen hit the "Up" button on the d-pad and you should see the DLC listed with a price of Free.
If you're still seeing a price, it's likely that you haven't actually activated your season pass correctly.

You can know if your Season Pass went through correctly if you have that special hat that came only with the Season Pass. It's the Hellbug Combat Cap. It would have been added to your inventory immediately upon activating your Season Pass, long before DLC #1 was actually released this past week.
