My theory is that that is what most of the characters look like because the players chose a generic appearance.

I noticed that there is always tonnes of those guys and one Irathient girl.

The biggest problem with this issue is that it also happens on PvP... Both in Shadow War and in Instanced PvP. Pretty annoying.
Too bad, it had such a great potential.

This. I can live with it in PvE. But in PvP it's a pretty big deal when this happens, because it makes it very difficult to know if the person is a team mate, an enemy, or a neutral happening by (in shadow wars).

Not to mention that they made an unannounced change with the radar - enemy players now have the same icon as enemy NPCs. So it's now impossible to deduce whether a player is friendly or not, unless you hover over their nameplate with your reticle. Coupled with the ridiculously poor draw distance, it becomes a major inhibiting factor in my PvP performance.
Retired. Already proved myself as a top PvP player.
Now playing games that actually have PvP.

Yeah, they need to just shut the radar off in Shadow Wars.

That was mine too but then they randomly morph into other ( still somewhat bland but totally different ) mostly humans.

It does take away any motivation to customize your character.. it also makes it feel like those aren't actual people you're playing with, just NPCs.
