How the **** can you get it?
The energy harvest side mission shows up before a siege spawns. Grab it. Then go complete a siege to get the green volge LMG.

it is a side mission i found it out side of shondu's consulate
do a siege and then you pick up some item and turn it in at top notch

Don't get too excited - you get a Green one - only a green one. And there are no blue, purple, or orange ones. If someone can prove me wrong with a pic then please do...none of this my friend got one and traded it garbage.
