Can eu/uk pre-purchase now or do we need to wait.

Do people outside of the US have to wait for an EU version of the pre-purchase or can people outside of the US purchase the $ digital versions. Im asking this as im not sure if there are different servers ie, us/eu servers? which tie to a us/eu account, or is it all the same.?

I think it's the same, my account it set to country France and I bought Digital Deluxe. It automatically converted the price to Euros.

My friend also got it. The purchases may be hybrid, as in can be played in both servers or the website automatically forwards you to the right product.
