Scrappers are a much bigger pain in the *** overall than that Monolith.
It's just a gate-ing mechanic, you will eventually destroy it but you need to get that far in the main quests first. Otherwise, you're going to have a bad time if you just walk up to it willy-nilly.
1st thing I did is boost full speed ahead my car to get past it between its legs

Yea. It doesn't like that. It likes it more right in between the legs and up a bit. Still kills me though, guess I'm not big enough.
