I've had issues with pretty much every BUT the framerates dropping. This is an MMO though so if you have comcast you are probably being sent well across the country between each packet. I would run a traceroute.

Wow, whines on the forum and when people make suggestions and try to help he *****es and trolls them.
Don't even know why you would clock your CPU to that level other than c**k stroking anyway, I have the same CPU clocked to 3.7 and there is no point in going any higher, the performance gains are not worth the extra ware and tear on the CPU (not that there are really much gains anyway unless the game you are playing is only using a single core)
Anyway I did have a few suggestions and ideas to help you fix your problem, but I am going to keep them to myself because you will just use your ultimate come back "BS"
Its probably all the viruses from your stacks of ****.
Oh and one last thing, Radeon HD 7950 has no issues running this game on max settings.
So get of your high horse and actually communicate with people in a human way and perhaps you will be able to fix it with the help of others, also where are you from your English is terrible, especially when your getting mad cause your bad.

I'm playing this game just fine on a freakin' laptop :P GTX 660M, 6GB ram, core i7 3630QM
One note to laptop users, especially under Win 8: make sure you're set to 'High Performance' and not 'Balanced' mode for power usage - it was underclocking my CPU something awful until I noticed that setting. My last laptop never did that, as far as I know.

I would really like to know because me and many player most player i know have high specs machines ( desktop ) for the most part and all of them have frame stuttering
this game is lock at 60 fps max they probably force the VSyNC to avoid some tearing issue they migth experience whiout it Borderlands 1 anyones ?
Also the game as huge performance drop in some spot related to player in the zone but also the zone themself , if you cant notice that !

Some peoples enjoy game at 22 fps I DONT i want 60 fps + as much as possible i run resident evil 6 max out at 120 fps and i have to say it is a smooth experience
console gamerrs play it a 30 and enjoy it I will not compare to my 120 fps
Yeah, I would have to agree with a lot of the suggestions, possible driver issues, or you are getting latency issues. The game doesn't run poorly for me and your comp has better specs than mine. I do notice some slight server side lag during major arkfalls, but that's to be expected.

Anyhow, I'm running on my i5 2500k@4.5Ghz, 8GB @1600Mhz, 470GTX SLI (but only 1 card in this game, since no sliprofile yet), got the game on a Corsair force SSD. Sadly my monitor only supports 1680x1050, but I'm running with High gfx profile in game without any fpsdrops, yet anyway, played 2-3 hours.
Inb4 sorry guise, I had X application running or forgot to install X drivers. I have almost the exact same setup as you and I'm just fine. gtx 680 2600k 16gb ram. I'm not saying it's probably your system config but ... it's your system config.
And by fine, I mean 90-144 fps solid at max settings 1920x1080. I made the changes on a 60hz monitor and went back to my 144hz one. And I'd be more than happy to stream for you also.
