I do feel though that lore can be bent to make a game better. I remember playing Asheron's Call 2 and it was set in a similar post apocalyptic future where all the towns were destroyed and it was the play base that was supposed to fix it all. That game died a quick death because it lacked a sense of place, depth and belonging.
There is an aspect to the game that lacks that human feel. Specifically when most of the NPC interactions you get in the game are with a tin can vendor machine. When they placed the Echelon mercs for joining instances, shadows wars and pvp it actually added to the world.
Have you ever had a chance to explore behind the Headlands Transit Depot? There are about 15-20 shacks in behind it. Completely empty. What if they had NPC's there that sold random items, children running around playing, villagers talking, etc. Headlands would go from being a random fast travel location to get to the closest Arkfall to being a hub of activity, a real town feel.
