I got a vbi guided launched now with assasin syn .40 full damager radius 25 speed boost for 5 secs after explosive kill and 1.10 fire rate how would you value it

You could get 30-50k for the launcher at most. If you master it and get 45% speed boost or 30% vehicle dmg, it could be worth alot more.
