Your logic is misplaced. If something costs 75 keycodes you only need space for 75.
Ultimately, of course, that 75 keycode item will actually cost you more as it's very unlikely that anyone will ever get exactly 75 keycodes...so some are going to be wasted.
So Trion...did you consider that when you added the Epic Mod Hoards?
Your toon can hold 75 keys. If you're at 73 and do an event where more are rewarded, you will receive 2 and the others fall by the wayside. Why is this so hard to understand? If the Epic Mod Hoards cost 75 keys, its easy to deduce that you need to earn 75 keys and spend them all on the box. Pretty simple.
If Mary has 47 keycodes and wants to buy a golden pony lockbox, and Paul has 63 keycodes and wants to buy a Las Vegas Lotto lockbox, and both Mary and Paul need spikes and stims to feel better about themselves, how long 'til dlc2 is released?

Yes they probably did consider it and did it purposely so that things cost more.
1- You get close to the max you can hold and spend to max out. Or...
2- You go over your max and lose the difference.
Either way, its more expensive on you.
I thought they'd raise the max to help prevent this, but I suppose theyre not so considerate
