Are weapons with synergy only from faction vendors?

I am trying to find a AR with scavenger synergy and I don't have enough rep with he factions yet.
Can I find them anyplace else? Or is it just major Arcfall luck to get one?

Right now the only place to get Scavenger weapons is the Soleptor Faction Vendor at The Crater. You can't roll other random weapons from Arkfalls, Lockboxes, or anywhere else with Scavenger synergy.
