Then the wench should proceed post hast to Mount Tam and carry out such procedure. I myself doesn't recall doing so and was taken aback upon discovery of said duni in amongst a hoard of other guises of transport.

Mount Tam was the only one without a siege for this, I do remember doing this myself as I had to do a few Afflicted Emergencies at the time, just drive around for a bit in the southern mount tam area

The Med Tech Buggy was rewarded from the pursuit Epidemic.

This pursuit was only available during the episodic content for Episode: Plague. During the episode replay this pursuit was not returned, instead another was with different rewards.

I am not sure that this reward will return in future episode reruns.

i am reasonably sure that you had to complete all of the episode missions to get the med tech buggy, i could be wrong though. i also believe you can buy a pink version from a vendor.

now all you need to do is kill a bunch of infected for the Med Tech Buggy... and the Pink Duni is a mission reward for a mission in San Diego
