General Weapon Qustion- Accuracy bonus

I am sorry if I did not find this in one of the other threads, but when you get a bonus roll on a weapon that is as below. I am assuming that lower accuracy (counter intuitive?) is better?

-0.30 Accuracy - AR/SMG/LMGs, All Shotguns, All Snipers, Pistols

Yes. The negative value refers to the size of the initial targeting reticle for the weapon.

There are still some buggy aspects to it though - when I compare two shotguns, one with accuracy bonuses and one without, the one without always gives a green number for accuracy, hinting that it is better than the shotgun that is supposedly more accurate due to the bonuses.

Multiple devs, some reading the memo's and rule book, some reading MAD magazine, working on the same program and not communicating.

Multiple places in the game where different guys just made shtako up when they got to that part instead of bothering on a 'standard'.

When somebody goes in to fix it (a 3rd or 5th guy by that point) he doesn't have a clue how many fingers have diddled that button.
