I'm not sure you're aware of this, but the sawed-off reload animation has two parts: first, your character opens the barrels, second he puts the shells in and closes the gun back. The first part can't be sped up, the reload stat on the weapon card only applies to the second part. So even with a 0.00 reload time a sawed-off will take some time to reload.
With the new rolls system a lot of weapons can theoretically reach a null reload time. I personally have a triple reload bonus VOT fragger. If it had the quartermaster synergy, reload time would be almost null when under Overcharge. Now that would have been ridiculous.
