So even after this server restart, and 10 logouts, i dont have preorder stuff, i had my Arkfall code bonuses, but not preorder.
I was in live chat quee, i was waiting 2 hours, and after 2 hours i had the msg - sry no support agent found, and just BYE !!!! Trion are u serious ? why to wait for 2 hours and dont get a reply ? I understand that there is a lot of issues, but why u force people to wait for nothing ?????????

Redeem all of your codes on your trionworlds.com site, click the apply code link then you can collect them in game.

I would submit a ticket, if your Arkfall bonuses are in the store, but not your pre-order items, something is definitely wrong! Sadly it IS launch day, and Trion has a finite number of people working for them, so things are going to be rocky. Have you tried calling Trion support?
Where did you preorder from? If steam, make sure you have applied all of you CD Keys. I had three for standard edition preorder.
