Tried clearing all the emergencies. Didn't work.

Ugh this is really annoying. I've submitted a bug report, hopefully it's fixed soon.
We're still looking into this Side Mission, but in the meantime you may want to contact support to see if something can be done in your case!
I've tried killing everything/ doing emergencies/killing hellbugs/killing random pats in buildings in a 200m-400m circle around this quest and can not get the patrols to spawn. I can not complete this quests its bugged.
edit: yes do cheat mode and go to live chat and talk with an agent to give you credit if you are tired of waiting and trying every way possible to complete, and then not be able to complete this quest.
My problem solved though I'm sure bug still exists.
Currently having the same issue. The quest simply doesn't work
Still broke (on PC). How is anyone supposed to finish the San Francisco pursuit like this?
