We don't really see what life is like for the average E-Rep citizen. We don't know if there is a group of "idealist" who are actually a force for "the good of all", or if they are even the majority.
We also don't see the parallel to E-Rep/Votanis Collective and the Western Powers. We've seen the out-runners and the exploiters, but not the local or even if it's the norm to Columbia society. In the real world, there is a lot of anger and hate towards the US and Western Europe, in the "third world" and "emerging economy" areas. Why? Because, unfortunately, they deal with the bad side: the exploiters, evil men, and/or the good people being snowed into doing "the right thing" (read: but not really right for anyone else) like the military. The US has a history of propping up dictators, who were/are horrible to their own people, to support our "interests" (like keeping bananas cheap....). Does that make Americans evil? Or, just uninformed of what is done in their name?
Is E-Rep actually bad? I don't think so. The simple example of Capt. Noah Grant. He's a good man, doing a tough job. As the ranking E-Rep representative in Paradise, we see a counter to the greedy, dark empire antics of Ambassadors Olfin or Lang and Col. Lang. He works with Law Keeper Cooper and Rep. Sondu, without attempting to undermine them. But, without more info, Grant could be the exception to the norm.
A similar concept is Echelon. The guys we see in the game are of dubious efficiency, but not horrible people. Black Jonas of the show is extremely efficient and a total bastard. Which is the norm and which is just tolerated and/or intentionally ignored for their interests.
