If that was the issue then I apologize to those affected by it who are happy that was fixed with DLC3's release.
However that was never an issue for me playing all these months on PC and for the last few weeks on 360 and PS3. I always saw up to five recent posts from whatever channel I was in plus whispers and system messages. They would appear, bump up whatever came before if that one hadn't faded and I always saw what was going on, bringing up the full chat window when too many lines happened at once to see what I missed.
I only brought up my recent experience on PC given no one would come out and detail the issue like you just did. And if that was my experience I would have been pretty irritated as well up to this point. But I have been in a number of threads about issues with chat and the ones I listed as continuing problems are the ones that matter to me as DLC3 hasn't changed anything in regard to chat not showing. ...gotta take part of that back, on PC that remains true, on PS3 however chat is occasionally appearing as it should but then doesn't appear for scrollback purposes, only seeing messages from an hour ago or with the right sequence of trigger presses I can get the recent chat to appear but then it's gone when I bring the interface up again.
So bottom line, happy this patch has fixed non-appearing chat entries for those affected by it. I was never affected by that bug. My initial complaints remain.
