Yeah if they brought back the Damage resistance perk stacking it would fix it without a nerf but i doubt the will do that. I would perfer they removed stims and spikes from PvP and added the damage resistance perk stacking back. The thing i want the most however is a cloak nerf and decoy buff.

stacking of protection perks was ridiculous and wont ever be coming back, you could almost get over 90% dmg reduction... thats stupid.. no new players could even break a good players sheild before they died... just nerf cloak so your not 100% invisible and stop the damn hip fire and 1 shot kills with surge bolters.

Pretty much every top PvP player that has left used Blur. Arked is widely considered the best player to pick up the game and he exclusively used Blur. OmniReign and myself were also avid Blur users. Cloak is certainly effective, but Blur counters Cloak when paired with a shield sporting a short cooldown (Ironclad, Respark, et cetera.)
Consequentially, Blur also pairs well with the two weapons that destroy charge snipers. Tachmags when used with Blur are incredibly accurate, while providing the necessary juking potential to cause charge snipers to fumble shots. Granted, this is assuming you are using a properly built Tachmag and landing the majority of your shots. Spoiler: Radiation is actually more damage efficient than Syphon if you get an early proc. Also, people (last I checked) still don't understand how to pick good PvP weapons. My last PvP weapon set featured a Radiation Tachmag with double crit rolls - it was a green weapon too.
That aside, I will concede that the charge sniper is pretty damn annoying. However, that does not justify balancing around sub-optimal play. People need to experiment more and be willing to use what's best, not what they like the most. General consensus among top players was Tachmag, Bolt Action, Ironclad, and Blur was the way to build. Barely anyone else did it, which tells me people still don't want to figure out how to play efficiently.

You obviously haven't played in a while because if you did you would see how much more OP cloak and surge bolters are now. All weapons have received a damage buff some more than others, the Surge bolters received a double damage buff. The damage resistance perks no longer stack and its nearly impossible to survive a shot or attack from cloak from a lot of weapons.
