Incursion in San Fran

Soo... Has anyone seen an Incursion in San Fran?
A lot of clan mates and myself have been playing A LOT since DLC 3 came out but we never saw a single incursion down in San Fran.
Do they exist? Or why won't they spawn? Is it a bug?
I want to finish this weekly (and San Fran incursion is the only one missing for me) since it's giving rep points and I want to buy the new boxes. I have been able to buy one so far but I want more since it's the only exclusive content for DLC 3 owners.

Soo... Is it a bug, was it mentioned somewhere? I didn't see a thread or anything about it yet.. Sorry if I didn't see it and a similar thread exist.

Doesn't the player populace have to reach a certain number in a specific region for an Incursion to happen there?

I think this is why we have so many happing in the northern areas and none down south in san fran.

I hope it's not like this. That would be totally nonsense... Although it was like this on the Alpha servers.
But in the last days, a lot of Arkfalls were down in San Fran (and no incursion happening at the same time).
Since there were at least 100 people at the Arkfall, there had to spawn an Incursion down in San Fran (if it's based on player population...)

On Xbox, I was at an incursion in SF last night, but it was bugged. Went to the first two emergencies, but the third one would not start because you could not plant the explosives to summon the Volge in one spot. Tons of people there, I left when it seemed there was no fixing it. Im pretty sure it just timed out.

Out of curiosity, has anyone in here tried starting their own death march when there wasn't an incursion going? Like get your clan together and start clearing out emergencies to see if doing so instigates an incursion in that area?

It's an alternative thought to the whole "needs more players", since more players clear more emergencies. It's also kind of the impression I got from Trick when he was talking about it before, since it was mentioned it had to do with population.

PS3 EU and all I've seen are Mount Tam and Madera, over and over.
