All we have is a convoluted and somewhat unclear story on the blog and Greg's quote.
I don't believe there will be any more clarification because it was only ever meant as an envelope to stuff some re-skinned weapons and a couple of outfits and some yellow circles in so they could call it a dlc to meet the deadline.
