With so many Incursions appearing now it should go rather fast. I don't think we'll see a reliable percentage any time soon if ever.
I got mine while not being anywhere near an Incursion, I think I took part in a small event and got bored went and took part in a Major Arkfall that wasn't broken by the Incursion for once. I got it after the Incursion had finished (I tend to get random weapon from Incursion areas I happen to drive through)
100%? I got my "Lucky Kitty" title on the very first 7th Legion lockbox that I purchased!

I got mine at an incursion but no idea where or when. All I know is after doing my first few (2 or 3) incursions I decided to take a look at the Pursuits to see how I was doing, and Lucky Kitty was completed for me.
Gut feeling... Percentage cant be too low, cause I'm just not that lucky.

Higher than the chance of an Incursion in SF . . . .
Say that again,pal. Has there ever been and Incursion in SF? Been waiting for that to happen soon.

I did one in SF the other day, first (and only) one I've seen. Still haven't gotten my lucky kitty though. So apparently I'm less lucky than the rest of you cause I've done a bunch of incursions and never gotten that silly cat.
Yes... we successfully ran another SF incursion over on the NA/360 servers yesterday afternoon, not long after my patch finished its download.
Now, that Marin incursion on the other hand... still haven't seen one of 'em.
