Yes it's a shooter. It's also an MMO that includes having your character loot multiple weapons and upgrades, and managing an inventory.
With a game like Planetside 2, it made sense to not have a bank because of the way weapon unlocks and such work with that game. With the inventory management involved in this game however, it makes as much sense for it to have a bank as any other game with lootable items.
Banks in other games exist as a courtesey to let players manage the loot they've earned however they see fit. They offer no other mechanic that can somehow change the way you're already playing the game right now. Does wanting a bank in such a game mean I expect a cookie cutter MMO experience? I guess you could say so. I also expect a cookie cutter experience in the way I expect to use a keyboard and mouse effectively, or even that I expect my computer to process the game and render images on my monitor.
