The outfits name is "Drifter". You can purchase it in the in-game store. It requires a certain EGO rating to unlock.

What I've also learned (due to my son pointing it out) is that many of the headgear items (at least for levels below 330) are specific to what race and gender your character is.

I'm almost certain that is the early version of the harmony preacher outfit, in the official launch trailer you can see the outfit but without the coat, it might later have been turned into the harmony preacher outfit we see now.

They added the outfit to the store but it doesn't have the long coat just so you guys know, must have been clipping issues like I saw someone had posted

If you mean at 1:11 and then again at 1:13, this is the outfit I mentioned some pages back and is called Drifter. It's in the store now. I agree with your theory as well, that they clipped the jacket. It really sucks too because while I like Drifter, I'd prefer it to have the tail on the coat.
