Also, I did look for some Flashbang grenades, but no vendor had them!

I'd prefer a one-shot weapon to deal with stage 1, since I get killed pretty fast when I step out of cover, so if they're not dead in seconds, I am!
But no idea what that may be.

Also, with those guys standing in the way of the ammo pickups, I have no opportunity to run over there and restock ammo!
I tried it once and they all killed me!
Another example of poor mission design.

Any mission should be beatable with whatever gear you have, not forcing you to use a specific one-trick pony which you may not have!
Assuming you've picked something other than cloak as your primary ego power, you can get the others without respecing. As you go up in ego, you unlock new perks. Pick ones that get you closer to cloak. As you pick one, the one next to it, above it, below it, whatever opens up. I've unlocked 3 of them so far, Cloak, Overcharge and Decoy. You can use different ones on different loadouts.

I really struggled with Jackleg Joe and I didn't need a whole lot of ammo. The first two phases for me was about maintaining cover and health, letting Rosa tank the shooters. I spent most of my time hiding behind the fuel tanks conserving ammo and health. On occasion one would make it far enough back that I had to shoot it, but only maybe 3 of them in the first phase and I think none in the second. I was armed with a SAW and had crouch perks in my loadout.

The second phase was about waiting for the smelter guys to come to me. They will make their way to the back of the tanks where you are hiding. Melee them and they will fall and squirm around long enough to get a shot on their little backpack tanks. When they start running, creep over to the edge of your tank, kinda in the middle aisle between the two and start laying on the fire to Jackleg. Once his shield goes up, move back to cover and get ready for the next smelter. You need a weapon with some range for this. I doubt a shotgun would work. Large mags help a lot. The SAW has huge mags and lots of damage. Takes long to reload, but that's ok when you're crouched behind cover.

The last bit is mostly defensive too. Its all about running and getting out of the way. Jackleg doesn't have a whole lot of health once he comes down, so just run your butt off, taking shots when you're crossing his path, on your way to more cover. You will get the chance to hit the ammo cache. Remember not to stand around holding E. Its a single tap of the E for this cache.

Took me days to get through this. Many deaths and frustrating restarts, but you can win if you play a defensive strategy.

For some reason it seems that after the latest small patch they just did this endfight harder ???
The fight starts with three guys running in from the right and three from the left, hugging the walls and trying to flank you, after about 5 seconds there comes in two guys with electricity guns.
So i last about 10 to 12 seconds now .... and now they take away your revive ability ???

Here we are, after my last post i tried it 5 more times and finally got it. Flame grenades and flame SMG was the key for me. You need to be in cover ALOT and hope that they dont follow you, the fight is in 3 parts - beginning with the hard first part where you just pick off a guy, get in cover, and pick off another after that and repeat. Second part after a short cutscene is shooting the tanks of the flamers and take some shots at the main guy when his shield is down. The final part is when he is at half health and he jumps down and take you on without his shield.... easiest part if you keep away from him. Tough fight in all and small reward , but as revenge is always somewhat bitter, perhaps that is the point ?

Actually, i feel mostly confused. Is this really something that belong in an mmo for 2013 ?
A bottleneck quest that makes progress impossible unless you figure it out ?
I was so happy when they got rid of that in TOMBRAIDER, all those tricky puzzlejumps, if you didnt see one you got stuck in the game and could not continue. Now they are a thing of the past and optional.
Why is storyquests not optional ? This is the final quest for a new character we only saw for a couple of quests and if you dont finish this, there is no possible way to continue the story ???
It feels good to be able to continue the story, but that mission left me confused.

Please don't take this the wrong way, but I'm starting to have serious doubts about the "solution" posted.

Everyone who claims it was easy says the same thing over and over.

If it was that simple, this thread wouldn't exist!

I just don't think that solution works, otherwise all of us (the ones having trouble) would have beaten it by now and moved onto the next mission.

I don't think it's constructive or helpful to offer the same solution 10 times over.

And about acquiring another Ego power without respeccing.

A quick inspection of my tree has removed this option from the table!
    See for yourself:
    Tilarta's EGO grid
That looks like quite a significant distance to cross the grid to get all the way to Cloak!

But where do you acquire the XP to level up EGO enough to get to Cloak?

How am I to do that with limited side missions and no main missions?

I didn't read the whole thread but I hope this comment helps. Melee them and when they get knocked back run behind them and melee their backs. Worked for me almost every time and in fact a few times I was able to just run behind them and melee them.

    Easy Path

    Well,

After much frustration, I figured out the easy path. Pick the overload ego if you can, it helps out a lot for this single player mission. The next step is to use a rocker launcher during the second part where the smelters come out chasing you down. Aiming the rocket launcher at the smelter's causes them to burst into flame and run back an blow up Jackleg Joe, where, his shields fail, you shoot him for a couple of seconds before his shields go back up. Repeat this until he jumps down. Next, circle around Jackleg Joe while shooting, and jumping to avoid his grenades.

It took me 15 times to figure it out, but heh... the rocket launcher is the way to go. Darn smelters.

Use an smg or Ar for your main and 99% of your dmg. For your secondary I found the guided rocket launchers to be AMAZING in making this fight easier. Use your guided launcher to lock on to the pyro as soon as he pops out or at any point get a lock on fire and forget the dmg won't kill the little guy and always sets off his pack for me no matter where I hit him front side etc. back to your main and drain jack leg until his shields are up. I hear people using lobbers and grenades which work well if your aim is true, no such need with the guided launcher though. Finally, this should get you with no trouble (I hope) to the last stage where he jumps down. DON'T roll unless absolutely necessary, just run constantly hip firing your smg or at until that health is all the way drained. I hope this helps anyone struggling the guided launcher was the one gear choice that made this fight so much easier for me. Good luck out there

I was working on this boss for 2 days and died numerous times until I read on the forums to NOT KILL THE SMELTERS. I was killing adds and smelters over and over again thinking at some point there would be a cutscene before my confrontation with the boss. They just kept coming out but I did manage to get a contract done getting things from the mobs.

Came back this morning after reading up on it and as soon as the encounter starts, I run fast to the right corner of the room on boss side and hide behind a huge crate. Ignore the adds coming out of the side doors. Emma will kill them all and they never stop coming out till Boss jumps down anyway. Stay hidden behind the crate til Smelter jumps out. Sneak out of from behind crate while Smelters stretches for awhile and shoot the yellow tanks on his back. I used my sniper rifle for this for an accurate shot. A successful shot sends him running under the boss and taking down his shield. I switch to the SAW LMG and unload on boss for the few seconds that shield is down. Then run back behind crate and stay hidden long enough for any other add's aggro to go back on Emma. Wait for next Smelter to emerge and do it again. Snipe yellow tanks, LMG boss til shield goes back up, Hide. When boss's HP goes down enough he jumps down and adds stop coming. You then keep moving from cover to cover unloading on boss and hiding when your shield/HP gets low and allow Emma to get aggro. Emma is continuously shooting boss also. You keep moving from cover to cover unloading on boss til he is dead. Avoid his grenades and he dies quick enough.

I did have cover skill but it was not a deciding factor. Main factor is to stay hidden while waiting on Smelters to emerge so that adds dont aggro you. They spend all of this time attacking Emma, not you.

If when I try to shoot Smelter's back tank and fail he runs at you. I simply kill him quick and hide and wait on another one to emerge. Others say to knock him down and shoot the tank there but I found the camera is not your friend in that cramped place so I just killed them and waited for another one to emerge. Their fire hurts.
