If either of you are still in the tutorial area and haven't gotten all the way through it you wont be able to join each other. Not sure if that applies to you, but it could be your issue if you just started playing.
Does getting your car count as out of the tutorial area?
It happened to me as well. Best thing to do is for both of you to dash.

The servers are both unstable and overloaded right now. Just keep trying to connect to each other through the in game options
