Legendary bonus on upgrade not applying

I upgraded a incendiary votan scavenger pulser, upon spending the 500 arkforge to turn my favorite incendiary bullet whip into an oj.......
I waited the 20 minutes only to find out the bonus legendary roll did not affect the fire rate of my gun, the gun received a x1.10 fire rate legendary roll upon completion of matrix upgrade, yet the fire rate sits at 15.0 the same fire rate that it had before matrix and its original vendor fire rate of 15.0
anyone else notice anything weird about legendary upgrade rolls?

Well...crap. I upgraded my wolfhound then the servers went down. Hope something positive comes out of it

This happened to my Scavenger Votan Pulser. I got damage, but didn't see the damage applied. It also switched my mods out.
My XAR didn't get the fire rate bonus either.

Yes, my wildcat received an orange damage roll, but the damage on the weapon did not change despite logging out and logging back in.

Seems to be a Vendor and special weapons issue.

I noticed that my named weapons and rare weapons.won't upgrade stats but the change color

did it work fine on any normal weapons? vbi ar, wolfhound etc.....
