You use it to reroll the experience roll (if you want a better one), increase the EGO level of weapons (100 levels at a time), and you can use arkforge to increase the rarity of the weapon. Pretty valuable stuff
Yes, Arkforge is used for upgrading weapons using the Salvage Matrix.

you use it to
A) upgrade the ego level of the gun (make is higher in dmg and power etc)
B) Upgrade rarity (make a gun turn from a white to orange in stages)
to give it someone take their gun and upgrade it with your arkforge then give it them back,

I get disconnected faster now. about every 10 minutes. i use to go for a half hour
