Either the Conflict Site threat level detection radius is too large or the spawn point is too close to it. As it goes now, all people who spawn at this point or walk there to refill ammo increase the threat level for the conflict site nearby.

Did some legwork and checked some sites for similar issues. Screenshots are from PTS because of this issue, but the TL behavior is identical to the Live server. Here we go…
Parraba's Farms: The spawn point is OK, but the TL radius is way too big
Happy Pow: Extraction points are inside TL detection radius

Kenn Farm: Extraction point is excluded, but very close
Eastshore Docks: Extraction point is inside TL detection radius
Union Depot: extraction point is OK, but people driving by along the road affect the TL
Big Stone Reach: extraction point is OK, but people driving by along the road affect the TL (including those who extracted at this point and started driving)
Mine 99: Extraction point is inside TL detection radius
Port Stinson: extraction point is OK, but people at vendor vehicles affect the TL
Towers Quarry: Extraction point is inside TL detection radius
I can confirm the issue mentioned in this thread.
It seems like at some point all conflict sites got their TL detection radius increased. Some are outside of main roads and extraction points so they are fine, but many have issues with TL being increased by random people who don't participate in the site.
Bolinas Smeltery also needs a look, the main road beetwen Port Stinson and Last Chance is only meters away from the conflict site.
These updates are definitely appreciated! This is something we're currently looking into, and we'll let you know once we have more info to provide!
